Petroleum House, 22 August 2025: The Deputy Head of Service Ms. Jane Kyarisima Mwesiga has today met with senior management of the Ministry of Energy and Mineral Development (MEMD) and heads of its key agencies to deliberate on strategies for enhancing public service delivery and sector performance.
The engagement brought together agencies including the Electricity Regulatory Authority (ERA), Uganda Electricity Generation Company Ltd (UEGCL), Uganda Electricity Transmission Company Ltd (UETCL), Uganda Electricity Distribution Company Ltd (UEDCL), Petroleum Authority of Uganda (PAU), Uganda National Oil Company (UNOC), Uganda National Mining Company (UNMC), Electricity Disputes Tribunal (EDT), and the Atomic Energy Council (AEC).
In her address, the Deputy Head of Service commended MEMD for its pivotal role in advancing Uganda’s transformation agenda under Vision 2040 and the Fourth National Development Plan (NDP IV), which commenced on July 1, 2025.
The PS. Eng. Irene Bateebe indicated that the Ministry is spearheading two flagship programmes, including the Sustainable Energy Development Program and the Sustainable Extractives Industry Program.
The meeting reviewed progress in key areas, including preparations for first oil in 2026, expansion of electricity access which has now risen to 60 percent, promotion of clean cooking solutions through LPG starter kits, and operationalisation of the Mining and Minerals Act 2022 to support value addition and formalisation of artisanal mining.
The Deputy Head of Service emphasized the importance of continued collaboration between the Public Service and MEMD to address challenges, enhance institutional effectiveness, and strengthen project delivery. Proposals were made to hold regular engagements between MEMD and the Public Service to track reforms, monitor progress, and provide capacity support.
The Ministry reaffirmed its commitment to professional and effective service delivery, guided by mechanisms such as the Client Charter and Service Delivery Standards, as it works with stakeholders to advance Uganda’s energy and extractives sector for national development.
