Petroleum House, 1 August 2025: The Ministry of Energy and Mineral Development (MEMD), in partnership with the World Bank, Uganda Energy Credit Capitalisation Company (UECCC), and Uganda Electricity Distribution Company Limited (UEDCL), successfully concluded a 10-day Implementation Support Mission for the Electricity Access Scale-Up Project (EASP) on 31st July 2025.
The wrap-up meeting, chaired by the Under Secretary Ms. Grace Tusiime on behalf of the Permanent Secretary, highlighted strong collaboration and reaffirmed commitment to accelerating electricity access across Uganda.
The Mission acknowledged progress made, including operationalization of Implementation Agreements with UEDCL, renewed momentum under Results-Based Financing and Materials Provision modalities, and advancements in grid expansion planning. The World Bank confirmed additional financing support to UECCC and emphasized the need for timely disbursement, robust monitoring, and adherence to environmental and social safeguards. Procurement of distribution infrastructure and materials was noted as a critical enabler of last-mile connections.
The Bank encouraged MEMD to sustain momentum by expediting implementation, ensuring quality connections, enhancing public awareness, strengthening data systems, and promoting inclusivity for vulnerable groups.
Looking ahead, a mid-term review is scheduled for October 2025. Uganda was also encouraged to participate in the upcoming ASCENT Week in Zambia to showcase EASP achievements and share experiences in advancing regional energy access.
