Hotel Africana, Kampala, 9 September 2025: The Ministry of Energy and Mineral Development (MEMD), working with the Parliamentary Committee on Environment and Natural Resources, launched public consultations on the Energy Efficiency and Conservation Bill, 2024.
The bill seeks to establish a legal framework to drive energy efficiency across all sectors. Hon. Okaasai S. Opolot, State Minister for Energy, described efficiency as Uganda’s “first fuel,” noting its potential to cut costs, protect the environment, and reduce the need for new generation. Key provisions include minimum energy performance standards, labeling, audits, and incentives for efficient technologies.
Dr. Patricia Litho, Commissioner Communication (representing the Permanent Secretary), underscored the bill’s aim to halve national energy intensity by 2040 through phased implementation, fiscal incentives, and capacity- building. Committee Chairperson Hon. Herbert Ariko emphasized enforcement, consumer obligations, and penalties. Development partners welcomed the bill as timely for Uganda’s industrialization and urbanization.
