President Yoweri Kaguta Museveni has reaffirmed Uganda’s commitment to regional energy integration and value addition following high-level discussions with Nigerian industrialist Aliko Dangote on the proposed
The discussions focused on strengthening regional cooperation in petroleum development and promoting industrialisation through local processing of crude oil. President Museveni emphasized Uganda’s longstanding commitment to refining petroleum products within Africa rather than exporting raw materials.
The proposed refinery, estimated to cost between USD 15 billion and USD 17 billion, is expected to process up to 650,000 barrels of crude oil per day and serve markets across East Africa, including Uganda, Kenya, Tanzania, Ethiopia, South Sudan and the Democratic Republic of Congo. The President noted that Uganda’s refinery project in Hoima remains on course and would complement wider regional initiatives aimed at enhancing energy security and reducing dependence on imported petroleum products.
The meeting was attended by key sector leaders, including the Permanent Secretary of the Ministry of Energy and Mineral Development, Eng. Irene Bateebe, and the Chief Executive Officer of the Uganda National Oil Company, Ms. Proscovia Nabbanja.
