The Ministry of Energy and Mineral Development (MEMD) has concluded a nationwide stakeholder consultation process on the proposed Mining and Minerals (Mineral Markets and Buying Centres) Regulations, 2026, aimed at transforming Uganda’s largely informal mineral trade into a transparent, secure and globally competitive sector.
The consultations, held in Busia, Kampala and Kassanda, brought together miners, refiners, traders, local governments, security agencies, civil society organisations, development partners and investors to discuss the proposed regulatory framework.
Speaking during the engagements, the Commissioner for Mines, Ms. Agnes Alaba, noted that the proposed reforms are intended to establish gazetted mineral markets and buying centres where mineral transactions can be conducted under Government supervision.
The reforms seek to improve mineral traceability, attract investment, protect miners and investors from fraud, and promote local value addition.
The proposed regulations also aim to curb illicit mineral trade, smuggling, money laundering and tax evasion by strengthening oversight and formalising mineral transactions.
Once operational, the mineral markets and buying centres will provide secure and transparent trading environments while supporting compliance with regional and international mineral traceability standards.
Stakeholders overwhelmingly welcomed the reforms while providing recommendations on accessibility, implementation and enforcement mechanisms.
The consultations form part of Government’s efforts to operationalise the Mining and Minerals Act, 2022 and position Uganda as a credible regional hub for mineral trade and investment.
